European local governments to identify their best and least successful digitisation projects

As part of the ESPON programme, aimed at studying the development of European regions, a survey has been launched to collect the observations of local government representatives in respect of their digital transformation efforts. Local government representatives from all parts of Poland are also invited to take part in the survey and follow up on its results.
The data collected as part of this ESPON survey are to provide to local government representatives information about the best practices, together with insight into projects which have not yielded the expected results. The survey results are also expected to facilitate the shaping of national and EU policies and support programmes.
The survey is the basis of the DIGISER project which deals with digital innovation in the management and provision of public services. The initiators of the survey point to the fact that there is an insufficient quantity of comparable data on the way cities, small towns and rural areas across Europe cope with digital innovation.
“In order to promote digital transformation and the scaling up of digital innovation in cities and communities, we need to know what works, what doesn’t and why,” stressed Martin Gauk, ESPON DIGISER project coordinator.
Gauk noted that the European Union had allocated substantial resources to boost and scale the digital transformation.
“Having the right understanding and information, cities can use the results of this survey as an argument for acquiring financial support for their efforts related to digital transformation,” he concluded.
Michael Murphy, Chair of the Commission for Economic Policy (ECON) of the European Committee of the Regions, expressed hope that the DIGISurvey would inspire digital transformation processes.
“The Covid-19 pandemic has exposed the vulnerability of our society to unforeseen events. Nevertheless, it has also shown that those who had been relying on digital solutions could better face the negative impact of the economic shock,” he pointed out.
The European Observation Network for Territorial Development and Cohesion (ESPON) is an applied research programme which supports the shaping of territorial development policy in Europe. It provides comparable data and expert opinions on development trends and the influence of public policy implementation on European regions and areas.
