They exist de facto, but not de jure – this is why Polish metropolises can’t compete with western cities

The current demographic trends and the logic of globalisation show that the largest metropolises will play an increasingly crucial role in the global economy, as demonstrated by the METRO ESPON project carried out with the participation of nine European cities. Among them was Tricity, which has carried out a long-standing campaign for the Lower House of Parliament to pass the Metropolitan Act. “Politicians still do not understand, or are fearful of decentralisation, which leads to Polish metropolises’ being at a disadvantage in competition with western cities,” the experts point out.
